Germany’s Fourth Interstate Gambling Treaty (GlüNeuRStv) will be overseen and enforced by Gluecksspiel (GGL) from January 1, 2023, as the country’s singular common authority for German gambling.

Representatives from Germany’s 16 federal states met late last week in Halle (Saale, Saxony-Anhalt), in order to dissolve the temporary regulatory agency in place from July 2022.

In October 2021, Glücksspielbehörde detailed plans for dual leadership and appointed Ronald Benter and Benjamin Schwanke to head the nascent regulatory regime. The duo has now outlined the agency’s starting remit which will include the creation of a federal gambling registry to monitor all players for their own protection and to keep the gambling ecosphere transparent.

Schwanke said, “We’re ready to go. We have set up the appropriate structures and processes to effectively regulate the online gaming market from January 1, 2023. In doing so, we can build on the experience of the Gambling College and the expertise in the countries, for which we are very grateful.”

GGL To Have Complete Authority/Responsibility
The GGL is tasked with complete responsibility for all German gambling regulatory duties including licenses, penalties, taxation, technical accreditations, and market dispute resolution. 메이저사이트

The GGL will remain based in Halle. Full implementation of the regime will bring cohesion between federal states that have disparate responsibilities during the transition from an unregulated market to a liberalized gambling market with specific rules and regulations as well as player protection.

Up until now, Saxony-Anhalt had briefly exercised authority over online poker and slot machines while Rhineland-Palatinate was responsible for public lotteries with Hamburg in charge of state lotteries. The commercial game brokerage was administered by Lower Saxony and Hesse was the center of sports betting and horse racing.

Regulator to Bring On Existing Staff
The Board of Directors noted that they would be bringing on about 20 highly qualified staff at the first of the year from the Saxony-Anhalt State Administration Office.

Prior to the July 1 implementation of the Fourth State Treaty on Gambling, the state of Saxony-Anhalt handled administration so there is plenty of overlap in expertise and half a year of interior cooperation.

There are currently 35 licensed sportsbooks and 15 operators possessing slots (Automatenspiele) licenses.

GGL board member Ronald Benter said, “With this step, an important milestone of the State Treaty on Gaming 2021 has been reached. The bundling of competencies in the GGL raises the regulation of the online gambling market to a new level.”
